The State Administration for Market Regulation recently released four national standards for cross-border e-commerce, including the Management Standards for Integrated Cross-border E-commerce Services for Micro, Small and Medium-sized Enterprises (Msmes) and the Evaluation of Cross-border E-commerce Transaction Service Quality.
Experts believe that the release of four new national standards in the field of cross-border e-commerce "packaging" will provide more standardized support for cross-border e-commerce to go abroad and to the world, and Chinese enterprises will be more "credible" in "buying and selling globally".
We will expand new space for foreign trade
Overseas fruits and vegetables are served on the dinner table of Chinese families. Beauty products, medical and health care products, and maternal and infant products are widely loved by Chinese consumers. Chinese smart phones and smart household products are exported overseas.
The increasingly mature "buy global sell global" business model has not only stimulated the vitality of domestic and foreign markets, but also opened up new space for the growth of foreign trade industry.
In recent years, China's cross-border e-commerce industry has entered a stage of rapid development and has become the core driving force for the growth of China's foreign trade.
According to customs statistics, the import and export scale of China's cross-border e-commerce has increased by nearly 10 times in the past five years.
The proportion of cross-border e-commerce in foreign trade increased from less than 1 percent in 2015 to 4.9 percent in 2021.
In 2021, the import and export scale of China's cross-border e-commerce reached 1.92 trillion yuan, up 18.6% year on year.
Insiders believe that the cross-border e-commerce industry presents remarkable characteristics.
In terms of commodities, more than 90% of cross-border e-commerce goods are consumer goods.
From the perspective of enterprises, cross-border e-commerce has significantly lowered the threshold of specialization in international trade, and micro, small and medium-sized enterprises have become new trade operators, with private enterprises accounting for over 90% of the total.
From the perspective of channels, cross-border e-commerce has gradually developed a variety of new channels such as independent websites, social networking sites and search engine marketing, relying mainly on third-party platforms.
From the point of view of nodes, as an important overseas node of cross-border e-commerce, overseas warehouse has become a new type of foreign trade infrastructure.
At present, the number of overseas warehouses in China has exceeded 2,000, covering an area of more than 16 million square meters, and more market players are participating in the construction of overseas warehouses.
The new characteristics of cross-border e-commerce also bring new challenges to the normative development of cross-border e-commerce.
Sun Zhaoyang, director of the Institute of High and New Technology Standardization at the China Academy of Standardization, said that small and medium-sized enterprises in international trade face difficulties such as high foreign trade compliance costs and lack of information exchange. As a comprehensive foreign trade service, cross-border e-commerce services need to improve the quality and efficiency of service.
At the same time, under the influence of cross-country, cross-region, cross-culture and other factors, the multi-language naming of trading commodity names has problems such as ambiguity, unclear description of commodity attributes, and lack of key indicators, which affect the efficiency and quality of trading.
In response to these demands and challenges, national standards related to cross-border e-commerce have been continuously introduced to provide support and guarantee for the development of cross-border e-commerce.
Promote standardized development

Four recently published national standards for cross-border e-commerce give clear "reference answers" to these questions.
"The four national standards for cross-border e-commerce released this time will play an important role in improving the overall development level of cross-border e-commerce."
Sun Zhaoyang believes that, first, it can effectively guide foreign trade comprehensive service enterprises and their cooperative service providers to carry out the operation and management of cross-border e-commerce comprehensive service for micro, small and medium-sized enterprises, improve the quality of foreign trade comprehensive service, reduce transaction risks, and promote the healthy development of foreign trade comprehensive service industry.
Second, by standardizing the classification, naming and product information description of multi-language cross-border e-commerce trading commodities in 7 major language environments, including Chinese, English, French, Spanish, Korean, Arabic and Russian, the consistency and accuracy of related product classification, naming and information description in different cultural backgrounds and language environments are guaranteed.
Improve the quality of cross-border e-commerce transactions and reduce transaction costs.
Thirdly, the quality evaluation of cross-border e-commerce transaction services should be carried out based on problems such as imperfect credit system, weak awareness of intellectual property rights, difficulty in dealing with cross-border transaction fraud and difficulty in safeguarding rights in the process of developing cross-border e-commerce transaction services, so as to promote construction and excellence through evaluation.
To promote the construction of cross-border e-commerce transaction service credit system, improve the service quality of cross-border e-commerce platform operators and operators within the platform, protect the legitimate rights and interests of domestic and foreign consumers, create an honest and standardized cross-border e-commerce trading environment, and provide necessary institutional guarantee and communication channels for the benign interaction and healthy development of cross-border e-commerce.
Hong Yong, an associate researcher at the Institute of E-commerce Research under the Ministry of Commerce, said: "The introduction of the four new standards will help form a unified norm in the field of cross-border e-commerce comprehensive services, improve the service level of cross-border e-commerce, provide a template for the description of cross-border e-commerce product information, promote compliance of cross-border e-commerce products, restrain the behavior of cross-border e-commerce enterprises, and achieve high-quality sustainable development in the field of cross-border e-commerce."
Enhance industry competitiveness
In recent years, The State Council has set up 132 comprehensive pilot zones for cross-border e-commerce in six batches, covering 30 provinces, autonomous regions and municipalities.
Multiple departments are exploring the formation of a comprehensive pilot zone system framework for cross-border e-commerce with "six systems and two platforms" as the core, and taking the lead in technical standards, business processes, regulatory models and information construction of various links such as trading, payment, logistics, customs clearance, tax refund and foreign exchange settlement.
In April 2021, five national standards were published, including the Guide for the Exchange of Cross-border E-commerce Product Quality Evaluation Results and the Specification for the Description of Cross-border E-commerce Export Commodity Information.
The four new national standards have added "instructions" to the standardized development of cross-border e-commerce.
It is reported that after the release of the four new standards, the scope and application of the standards will be carried out, implementation, verification and improvement.
First of all, the implementation rules of relevant standards will be formulated for different standard implementation subjects, and the pilot work of standards will be carried out in cooperation with cross-border e-commerce comprehensive pilot zones, cross-border e-commerce parks, cross-border e-commerce platforms or cross-border e-commerce enterprises.
According to the pilot results, the content of the standard should be continuously improved and modified to further promote the application and implementation of the standard.
Hong Yong believes that from the policy point of view, we should support cross-border e-commerce platform enterprises to grow bigger and stronger, and cultivate competitive cross-border e-commerce comprehensive service enterprises.
Strong cross-border e-commerce enterprises are encouraged to build or lease overseas warehouses to enhance the competitiveness of cross-border e-commerce exports.
In addition, banking institutions and cross-border e-commerce platforms and market procurement and trade network information platforms through the system direct connection mode, strengthen the authenticity of trade audit, improve the efficiency of cross-border e-commerce RMB settlement.
It is necessary to optimize cross-border e-commerce park services, accelerate the construction of comprehensive service platforms, logistics sorting lines, bonded warehouses and other basic service facilities, and improve the operation and maintenance level and efficiency of cross-border e-commerce public service platforms.
In terms of logistics, we can rely on the advantages of integrated water, land and air logistics, seize the policy opportunities such as free trade zones, comprehensive bonded zones and comprehensive pilot zones, accelerate the construction of integrated supply chain systems, and provide efficient services for the development of cross-border e-commerce.
