3月1日起 给予埃塞俄比亚等三国98%税目产品零关税待遇
中国国务院关税税则委员会17日公布,按照《国务院关税税则委员会关于给予最不发达国家98%税目产品零关税待遇的公告》(税委会公告2021年第8号),根据中国政府与有关国家政府的换文规定,自2023年3月1日起,对原产于埃塞俄比亚联邦民主共和国、布隆迪共和国、尼日尔共和国等三个最不发达国家的98%税目产品实施零关税。
3月1日起 调整进口货物报关单申报要求
自3月1日起,海关总署对《中华人民共和国海关进口货物报关单》和《中华人民共和国海关进境货物备案清单》有关项目的填报要求调整如下:取消“已实施预防性消毒”申报项目;实际进境货物的“启运日期”涉及新型冠状病毒感染疫情防控管理的,不再必须填报“启运日期”;有其他规定的,从其规定。
中国人民银行与巴西中央银行签署合作备忘录
据新华社,中国人民银行7日宣布,近日中国人民银行与巴西中央银行签署了在巴西建立人民币清算安排的合作备忘录。中国人民银行相关负责人表示,巴西人民币清算安排的建立,将有利于中国与巴西两国企业和金融机构使用人民币进行跨境交易,进一步促进双边贸易、投资便利化。
海关总署与澳门海关签署AEO互认安排
2月7日,海关总署与澳门海关签署《海关总署和澳门海关关于内地海关企业信用管理制度与澳门海关认可经济营运商计划互认的安排》。内地海关成为澳门海关首个AEO互认伙伴。内地与澳门海关实施AEO互认安排后,双方AEO企业货物可享受较低查验率、优先查验、指定联络员服务、优先通关等4项互认便利措施,帮助AEO企业大大压缩货物通关时间。
跨境电商出口退运商品免征进口关税
近日,财政部、海关总署、国家税务总局联合发布《关于跨境电子商务出口退运商品税收政策的公告》?!豆妗饭娑?,对自本公告印发之日起1年内,在跨境电子商务海关监管代码(1210、9610、9710、9810)项下申报出口,且自出口之日起6个月内因滞销、退货原因原状退运进境的商品(不含食品),免征进口关税和进口环节增值税、消费税;出口时已征收的出口关税准予退还;出口时已征收的增值税、消费税,参照内销货物发生退货有关税收规定执行。
对124项美国商品继续不加征反制关税
据财政部网站,国务院关税税则委员会近日发布公告:根据《国务院关税税则委员会关于对美加征关税商品第八次排除延期清单的公告》(税委会公告2022年第7号),对美加征关税商品第八次排除延期清单将于2月15日到期。国务院关税税则委员会按程序决定,对相关商品延长排除期限。公告称,自2023年2月16日至2023年9月15日,对附件所列124项商品,继续不加征我为反制美301措施所加征的关税。
禁止两家美企从事涉华进出口活动

对原产于印度的进口邻氯对硝基苯胺继续征收反倾销税
2月12日,商务部发布公告,决定自13日起,对原产于印度的进口邻氯对硝基苯胺所适用的反倾销措施进行期终复审调查。根据商务部建议,国务院关税税则委员会决定,在反倾销措施期终复审调查期间,对原产于印度的进口邻氯对硝基苯胺继续按照商务部2018年第19号公告公布的征税产品范围和税率征收反倾销税,税率为31.4%-49.9%。

阿联酋外交与国际合作部(MoFAIC)表示,阿联酋将引入新的进口商品征收费用规则。从2月开始,任何价值10000迪拉姆或以上的国际进口发票都必须经过MoFAIC证明。MoFAIC将对每份价值10000迪拉姆或以上的进口商品发票收取150迪拉姆的费用。以下类别进口商品可免除进口证明费用,包括价值低于10000迪拉姆的发票、个人进口、海湾合作委员会进口、自由区进口、警察和军事部门进口、慈善机构进口。

集装箱免税进口政策将延期至2023年底

新增8项产品管控出口

新法颁行特许18类企事业外商居留就业

取消部分出口商强制结汇
据中新网,俄罗斯克里姆林宫网站6日发布总统令,自即日起,不再强制要求执行政府间协议的俄罗斯出口商和商品供应商出售其外汇收入。直接向国外出口货物的出口商有权将收到的外汇货款直接通过授权银行支付给商品供应商,不再要求强制结汇。此外,在商品供应商事先同意的情况下,可将收到的资金转换为合同规定以外的货币,不再需要出售外汇。
向203家公司发放粮食出口配额
俄罗斯农业部2月向203家公司分配了粮食出口配额。配额总量为2550万吨,其中50万吨将指定用于远东地区。配额在2023年2月15日到6月30日期间生效。
